APT works for societies without torture and ill-treatment, advocating at the international, regional and national levels with an approach based on cooperation, dialogue and partnerships.\n\nOur multicultural team of 16 staff comprises members working at the Centre Jean-Jacques Gautier in Geneva and in different locations around the world (Brazil, Mexico, Senegal and Thailand). The APT is an association under Swiss law, led by a Board elected by the General Assembly.\n\nOur vision: Societies without torture or ill-treatment.\n\n## OBJECTIVE OF THE CONSULTANCY\n\nThe objective of this consultancy is to **lead and support the structured selection of a new ERP* system** that meets APT’s operational, financial, donor, regulatory, and strategic requirements, while taking into account limited internal IT resources and the need for a scalable, user-friendly solution.\n\nThe consultant will support APT from **requirements validation through to final ERP* recommendation**, including the preparation and management of a competitive selection process.\n\n## SCOPE OF WORK AND RESPONSIBILITIES\n\nUnder the supervision of the Head of Operations and in close collaboration with the Finance and HR Managers, the consultant will be responsible for the following:\n\n- ERP* requirements validation and prioritisation\n- Review and validate APT’s ERP requirements, including:\n- Level 1\n- Financial and accounting needs (Swiss GAAP FER 21, VAT, audit readiness)\n- NGO-specific fund, project and donor accounting\n- Budgeting, forecasting and reporting\n- Procurement, expense management and approval workflows\n- HR and payroll integration (Swiss and international context)\n- Technical, security and data protection requirements (GDPR)\n- Project and operations Management\n- Level 2:\n- HR: performance management\n- Facilitate work sessions with internal stakeholders to confirm priorities and constraints\n- Translate operational needs into clear, structured, and prioritised functional and technical requirements\n- Market analysis and ERP* shortlisting\n- Analyse relevant ERP solutions suitable for Swiss NGOs with international operations, with particular attention to:\n- Swiss localisation and compliance\n- NGO and donor-funded project experience\n- SaaS solutions and vendor support\n- Total cost of ownership, maintenance and scalability\n- Support the refinement of a shortlist of suitable ERP solutions and implementation partners\n- Selection process and RFP management\n- Prepare and finalise ERP selection documentation, including:\n- Request for Proposals (RFP)\n- Evaluation criteria and scoring framework\n- Support APT during vendor briefings, Q&A, and proposal evaluation\n- Facilitate product demonstrations and comparative assessments\n- Final recommendation and roadmap\n- Support the preparation of a final ERP selection recommendation for management\n- Provide high-level implementation considerations, including risks, dependencies, and indicative timelines\n- Contribute to a transition and implementation readiness roadmap (excluding system implementation itself)\n\n* Note that the right solution for the APT might not be a full ERP but the implementation of new systems and integration processes\u002Ftools for overall highly improved operational efficiency.\n\n## DELIVERABLES\n\nKey deliverables are expected to include:\n\n- Validated and prioritised ERP requirements document\n- ERP market analysis and shortlist justification\n- RFP and evaluation framework\n- Comparative assessment of shortlisted ERP solutions\n- Final ERP recommendation report and implementation readiness roadmap\n\n## QUALIFICATIONS\n\n### Experience\n\n- Proven experience leading ERP selection projects, ideally for small entities, NGOs, non-profits, or donor-funded organisations\n- Understanding of accounting, regulatory requirements (Swiss GAAP FER 21, VAT, audit processes), Human resources and project cycle management (PCM) requirements.\n- Experience with ERP solutions\n- Experience with multi-project, multi-fund environments\n- Demonstrated ability to work with limited internal IT and financial resources\n\n### Knowledge and skills\n\n- Solid understanding of finance, donor accountability, and internal control requirements\n- Strong analytical, facilitation and documentation skills\n- Ability to translate complex technical concepts into clear, decision-oriented recommendations.\n- Excellent project management and stakeholder coordination skills\n- High level of integrity and sensitivity to human rights and NGO values\n- Fluency in English and good knowledge of French\n\n## DURATION AND WORKING MODALITIES\n\nThe consultancy is expected to last four months maximum, with a workload to be determined with the consultant.\n\nThe work will be carried out both remotely and in person. In person meetings and presentations in Geneva will be required.
