IDA’s Impact Strategy 2025– 2030 sets an ambitious objective to improve the lives of at least 800 million persons with disabilities by catalyzing systems transformation through authentic OPD leadership. To realize this ambition, IDA aims to mobilize CHF 100 million between 2025 and 2030 through a diversified and strategic fundraising approach.\n\nIDA has identified five funding pillars: OPD flexible funding, State & Multilateral Partnerships, Impact & Blended Finance, Philanthropy & Individuals, and Domestic Investments. It also establishes a commitment to maintain at least 35% flexible funding and to demonstrate an annual impact multiplier.\n\n## Purpose of the Consultancy\n\nTo develop and support the execution of a comprehensive, evidence-based, and\nimplementable Resource Mobilization Strategy to support the implementation of IDA’s\nImpact Strategy 2025 –2030.\n\n## Objectives\n\n- Develop a full Resource Mobilization Strategy aligned with IDA’s Impact Strategy.\n- Define clear income targets across the five fundraising pillars.\n- Design donor segmentation and engagement strategies. 2\n- Support the ED and Deputy ED to execute the fundraising plan.\n- Propose a monitoring and evaluation framework for fundraising performance.\n\n## Scope of Work and Responsibilities\n\n- Review the IDA Impact Strategy an d other relevant documents in depth.\n- Conduct stakeholder consultations.\n- Perform donor landscape and market analysis.\n- Develop detailed income projections (2025 –2030).\n- Design partnership compact models and value propositions.\n- Develop a risk mitigation plan and compliance alignment.\n- Produce implementation roadmap with milestones .\n- Provide technical and operational support to the ED and Deputy E D in the\nimplementation of the fundraising plan.\n\n## Governance and Coordination Architecture\n\nThe consultant will report directly to the Executive Director and work closely with the\nDeputy Executive Director, Finance Lead, and Communications Team.\n\n## Compliance, Safeguards, and Integrity Controls\n\nThe strategy must align with IDA’s ethical funding standards, CRPD coherence principles,\nand due diligence requirements including anti -corruption and sanctions screening.\n\n## Monitoring, Evaluation, Learning, and Reporting\n\nDevelop KPIs , including total funds raised, percentage flexible funding (target >35%),\nmulti -year funding rates, renewal rates, and impact multiplier metrics.\n\n## Deliverables\n\n- Inception Report with methodology and timeline\n- Donor landscape and segmentation analysis\n- Draft Resource Mobilization Strateg y\n- Financial projections model\n- Resource mobilization partnership plan\n- Implementation roadmap (2025 –2027 detailed phase)\n- Final Strategy Documen t\n- Initial support and technical advice t o the ED and Deputy ED for the implementation\nof the strateg y\n- Make recommendations to adapt IDA’s programs and products in accordance with\nthe fundraising strategy 3\n\n## Required Profile\n\n### Essential\n\n- Minimum 20 years of senior fundraising experience in international development.\n- Proven experience designing multi -year fundraising strategies (CHF 100 M+\nportfolios).\n- Experience with government donors, multilaterals, and philanthropy.\n- Strong financial modeling and strategic planning skills .\n- Innovative resource mobilization experience.\n- Partnership model experience.\n- Familiarity with disability inclusion or human rights -based approaches.\n\n### Desirable\n\n- Experience working with global membership organizations.\n- Experience designing pooled funds or blended finance mechanisms.\n- Knowledge of CRPD and OPD -led development approaches.\n\n## Ways of Working\n\nHighly consultative approach; milestone -based delivery; regular check -ins; confidential\nhandling of donor intelligence; strong collaboration with IDA teams.\n\nA consultancy contract (as per Swiss law) will be signed between the selected consultant\nand IDA.\n\nOnly applicants with valid commercial and\u002For consultant registration and\u002For tax numbers\nwill be considered .\n\n## Performance Criteria\n\nQuality and strategic coherence of final strategy; feasibility of income projections;\nalignment with Impact Strategy; and practical implementation roadmap.\n\n## Safeguarding, Integrity, and Legal\u002FPolicy Compliance\n\nConsultant must adhere to IDA safeguarding standards and data protection\nrequirements, and maintain confidentiality of donor and strategic information.\n\n## Consultancy Application Package\n\nInterested consultants should submit:\n\n- Technical proposal outlining methodology and approach.\n- Financial proposal (daily rate and total cost estimate).\n- CV(s) of lead consultant and team member s if applicable.\n- Examples of previous fundraising strategies developed.\n- Two professional references. 4\n\nInterested individuals are invited to submit all of the above [consultancy@ida-secretariat.org](mailto:consultancy@ida-secretariat.org) indicating in the subject of the email “ Fundraising consultant ”.
