The Women, Youth and Vulnerable Communities (WYVC) Section delivers on its mandate by improving the trade policy and regulatory environment in which underrepresented people operate; strengthening the institutional framework of trade-related support available to them; enhancing their capacity and competitiveness; making markets more accessible to underrepresented and vulnerable groups; providing Joseph leadership and advocacy to ensure that value chains, the business environment and the trading system are more inclusive and act as catalysts for equitable growth; and mainstreaming inclusivity across all ITC projects and solutions. The core programmes include SheTrades, Youth and Trade, the Ethical Fashion Initiative (EFI) and the Refugee and Trade Programme. The goal of this job function is to develop, manage and implement solutions in WYVC with a particular focus on Youth and Trade supporting entrepreneurship and employability for young people in developing countries as a competitive force for the future. The position will also work with other programmes including the SheTrades Programme and Refugees and Trade Programme that offers bespoke market led solutions in the context of displacement and migration, specifically in settings of protracted displacement, return migration, and creating labour pathways for refugees.\n\n## Responsibilities\nUnder the direct supervision of the Chief of the Women, Youth and Vulnerable Communities (WYVC) Section, the overall supervision of the Director, Division of Sustainable and Inclusive Trade (DSIT), the Programme Officer will be responsible for the following duties:\n\n- Develops, implements and evaluates assigned projects, etc.; monitors and analyzes project development, theories of change, and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.\n- Performs consulting assignments related to inclusive trade topics, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.\n- Researches, analyzes and presents information related to trade and economic empowerment of women, youth and underrepresented groups.\n- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies in the field of inclusive trade,\n- Generates survey initiatives; designs data collection tools; develops safeguarding frameworks reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.\n- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.\n- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.\n- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.\n- Leads large, complex field missions, including provision of guidance to external consultants, government officials, implementing partners and other parties and drafting mission summaries, etc.\n- Coordinates activities related to budget funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (work programme, budget, etc.).\n- Performs other duties as required.\n\n## Competencies\n- **PROFESSIONALISM:** Knowledge and understanding of result-based management principles and framework and theories of change in the context of large integrated Aid for Trade initiatives.
