Principles for Peace Foundation is looking for a Peace Game Simulations Facilitator

CALL FOR EXPRESSION OF INTEREST – EXPERT ROSTER

Role: Peace Game Simulation Facilitation and Advisory Services

Location: Flexible / As required by project activities

Contract Type: Framework Agreement - Service contract

Reporting line: Executive Director

1. BACKGROUND

The Principles for Peace Foundation (P4P) is an independent Geneva-based organisation that seeks to reset how peace is built, measured and supported. Guided by the Principles for Peace, P4P works along two strategic pillars.

The first pillar focuses on country accompaniment. P4P supports governments, national actors and coalitions to design and implement legitimate and inclusive peace arrangements and reconciliation processes.

The second pillar focuses on global architecture and tools. P4P develops and deploys methodologies, including peace games simulations, incubation spaces, and the Peace Navigator, an AI powered measurement platform, and uses them to inform policy, decision making and practice.

P4P operates as a nimble, high performing team that works in a consulting style talent pool. Staff are organised into task teams under the leadership of thematic leads and work across assignments rather than in fixed silos.

2. PURPOSE OF THE POSITION

P4P invites Expressions of Interest from qualified individual consultants or organizations to provide Peace Game Simulation Facilitation and Advisory Support on a flexible, as-needed basis under a framework agreement.

The selected organization will support the design, facilitation, and integration of peace game simulations into P4P's country-level accompaniment, mediation support, and advisory engagements, working closely with P4P teams and partners.

3. KEY RESPONSABILITIES

The selected organization is expected to provide expertise across the following areas:

1. Peace Game Simulation Design and Facilitation

  • Design and adapt peace game simulations, scenario-based exercises, and structured role-play tailored to political, security, or institutional contexts.
  • Facilitate or co-facilitate simulation exercises with diverse stakeholders, ensuring inclusive participation and clear framing of objectives.
  • Support structured reflection and debriefing processes to translate simulation outcomes into strategic insights.

2. Advisory and Analytical Support

  • Provide political, security, and institutional analysis to inform simulation design and broader advisory processes.
  • Support decision-making and strategic reflection by helping stakeholders explore policy options, risks, and trade-offs under conditions of uncertainty.
  • Contribute to advisory engagements linked to mediation, dialogue, or reconciliation processes.

3. Integration with P4P Methodologies

  • Work closely with P4P teams to ensure coherence between peace game simulations, facilitation processes, and P4P's broader analytical and measurement tools.
  • Support the integration of simulation insights into policy-relevant outputs and program design.

4. Ethics, Conflict Sensitivity, and Risk Management

  • Apply peace game simulations in a conflict-sensitive and politically aware manner.
  • Identify and mitigate risks associated with simulation-based exercises, including escalation dynamics, exclusion, or misinterpretation.

5. Documentation and Learning

  • Contribute to post-exercise reports, analytical notes, or methodological briefs.
  • Provide training and support institutional learning and refinement of peace game simulation methodologies based on lessons learned.

6. AI-Enabled and Advanced Analytical Tools

  • Support the responsible use of AI-enabled and advanced analytical tools to complement peace game simulations and advisory processes, including for structured analysis, scenario exploration, synthesis of qualitative data, or decision-support.
  • Work with P4P teams to ensure that AI-informed insights are used in a transparent, ethical, and conflict-sensitive manner, and that they support reflection and strategic judgement rather than prescriptive outcomes.

7. AI Copilot System

  • Support the creation of a of P4P's customizable AI Copilot System, built on the Peace Navigator platform, integrating capabilities for peace game simulations, country accompaniment, and advisory engagements.
  • Enable P4P to autonomously create, customize, and deploy AI copilots for different contexts, purposes, and user groups by layering tailored instructions and materials onto a common foundational knowledge base.
  • Provide training for the customization of the AI copilot and support – as needed - in the development of specific co-pilot interface and delivery of peacegames or other simulation

8. Other, Miscellaneous Tasks

  • Miscellaneous tasks that may reasonably emerge during the assignment and are related to the scope of the project.

P4P is seeking an organization with the following profile:

  • Demonstrated experience designing and facilitating simulations (e.g. peacegaming) scenario exercises, or comparable participatory methodologies, ideally in conflict-affected or politically sensitive contexts.
  • Strong track record providing strategic advisory and analytical support related to peace processes, mediation, security, or governance.
  • Proven ability to integrate simulations into facilitation, dialogue, or accompaniment processes, rather than delivering stand-alone exercises.
  • Deep understanding of conflict sensitivity, ethical facilitation, and risk management in high-stakes environments.
  • Capacity to produce high-quality analytical and methodological outputs for policy and practitioner audiences.
  • Demonstrated experience engaging with AI-enabled or advanced analytical tools in support of policy analysis, strategic decision-making, or simulation-based exercises, including an understanding of their limitations, ethical considerations, and appropriate use in sensitive political or security contexts.
  • Ability to work flexibly and collaboratively with P4P's consulting-style teams across multiple assignments
  • Languages – Fluency in English is required.
  • Discretion – High level of discretion, integrity, and ability to handle confidential information.
