Conformément à sa mission de promouvoir l'eau pour la paix et opérant dans un contexte complexe, le GWH lance un programme en Afghanistan qui vise à renforcer la gouvernance de l'eau, à soutenir la production et l'échange de données et de connaissances, et à promouvoir l'engagement des parties prenantes aux niveaux national et régional.\n\nEn tant que responsable du programme \"Afghanistan\", l'adjoint-e scientifique 2 est responsable de la mise en oeuvre du programme. Il/elle se rend régulièrement sur le terrain, supervise et met à profit sa grande expertise dans la gestion du programme, les dialogues multipartites et la production de documents scientifiques.\n\n### Activités principales\n- **Gestion de programme:**\n- Responsable de la conception, élaboration et mise en oeuvre du plan de travail, des projets et des outputs du programme\n- Budgétisation et suivi budgétaire\n- Identification et atténuation des risques, y compris les risques politiques et liés à la sécurité\n- Rédaction et présentation des rapports narratifs et financiers\n\n- **Développement et entretien des relations & représentation en Afghanistan, au niveau régional et international:**\n- Récolte d'informations contextuelles, analyse des développements et promotion du dialogue et de l'instauration d'un climat de confiance entre les acteurs politiques et techniques impliqués dans la gouvernance de l'eau.\n\n## Titre et compétences exigés\n- Diplôme universitaire supérieur (équivalent Master) en sciences politiques ou en relations internationales / études en paix et sécurité / coopération internationale. The GWH is launching a programme in Afghanistan : operating in a complex setting, the project aima to strenghten water governance, support data and knowledge generation and exchange, and ptomote stakeholder engagement at both national levels.\n\nAs the program manager for Afghanistan, the scientific assistant 2 is responsible for implementing the program.\n\nHe or she regulary visits the field, supervises, and applies his or her extensivve expertise in programm management, multi-stakeholder dialogues, and the production of scientific documents.\n\n### Main activities\n- Program management\n- Responsible for the design, development and implementation of the work plan, projects, and programm outputs\n- Budgeting and budget monitoring\n- Risk identification and mitigation, including political and security risks\n- Drafting and presenting narrative and financial reports\n\n- Developing and maintaining relationships & reprensentation in Afghanistan, at the regional and international levels\n- Gathering contextual information, analysing developments and promoting dialogue and the etablishment of trust among political and technical actors involved in water governance.\n\n### Required qualifications\n- Advanced university degree (equivalent to a master's degree) in political science or in international relation, peace and security studies, or international cooperation. Complementary by experience in the field of water and/or the environment.\n- Minimum of 5 years of profesiional experience in project and management in the fields of international cooperation, water governance, political analysis, and conflict transformation.\n- Experience required in project management in fragile, volatile, and complex contexts, ideally in Central Asia or South Asia.\n- Proven experience in engaging and coordinating stakeholders (various types of actors: governements, international institutions, NGos, political and diplomatic reprensentatives) and establishing partnerships.\n\n### Skills\n- Excellent skills in project planning, budgeting, and reporting, and familiarity with conflict-sensitive programming.\n- Excellent diplomatic, communication, and negotiation skills.\n- Ability to work independently in challenging and politically sensitive environments.\n- Languages : Minimum B2 level of English required: flluency in French is an advantage;
