1. BACKGROUND

The Principles for Peace Foundation (P4P) is an independent Geneva-based organisation that seeks to reset how peace is built, measured and supported. Guided by the Principles for Peace, P4P works along two strategic pillars.

The first pillar focuses on country accompaniment. P4P supports governments, national actors, and coalitions in designing and implementing legitimate and inclusive peace arrangements and reconciliation processes.

The second pillar focuses on global architecture and tools. P4P develops and deploys methodologies, including peace games simulations, incubation spaces, and the Peace Navigator, an AI-powered measurement platform, and uses them to inform policy, decision-making and practice.

P4P operates as a nimble, high-performing team within a consulting-style talent pool. Staff are organised into task teams under the leadership of thematic leads and work across assignments rather than in fixed silos.

2. PURPOSE OF THE POSITION

P4P invites Expressions of Interest from qualified individual consultants to provide advisory support on policy and partnership on a flexible, as-needed basis under a framework agreement.

The Senior Policy & Partnership Advisor reports to the Executive Director of the Principles for Peace Foundation. The Senior Policy & Partnership Advisor contributes to P4P's policy and thought leadership on peacemaking, supports the organisation's content curation agenda, and monitors, measures, and learns. They provide technical input to expert advisory services, helping ensure the connection between international peacemaking practices and policy. They do not have direct reports but may coordinate the work of temporary consultants on specific assignments.

The incumbent is an experienced policy professional responsible for producing high-quality policy work and research, and for contributing substantive expertise across the team's priority areas.

They provide technical input and analytical support in key domains, including policy and thought leadership, research, peace measurement, and advisory services.

3. KEY RESPONSIBILITIES

  • Contributes to the work of the policy and measurement team under the guidance of the Executive Director.
  • Provides ongoing analysis and advice on policy developments, including implications for P4P's programming, partnerships, and strategic engagement.
  • Supports the development and implementation of a multi-year policy agenda that aligns with the organisation's strategy and decision-making framework.
  • Delivers practical content and outputs and helps adapt ongoing work to new circumstances.
  • Monitors peace trends globally and regionally, identifies opportunities for contribution, and proposes new policy initiatives.
  • Facilitates and maintains relationships with international stakeholders, including government counterparts, civil society, international partners, and donors - including presenting, representing the organization and facilitating workshops and events upon request.
  • Supports the organisation and facilitation of programme-related events, including agenda-setting, stakeholder coordination, and follow-up.
  • Contributes to the research agenda that supports policy development and enhances peacemaking quality.
  • Provides input into organisation-wide policies and procedures.
  • Supports the development of institutional content on peacebuilding policy and practice.

Candidate profile

  • A tertiary qualification in social or political sciences, international relations, management, or a related field.
  • At least 15 years of experience in peace-related academic or international organisations, NGOs.
  • Experience in a research or policy environment and managing a team.
  • Advanced technical competency and deep domain knowledge in peacebuilding, covering peace, conflict, governance, mediation, security and/or stabilisation issues, and international affairs.
  • Ability to apply principles to policy and initiative design, including in other fields.
  • Knowledge of management principles and ability to work in a multicultural environment.
  • Entrepreneurial mindset with ability to explain complex strategies and approaches clearly and convincingly to external audiences.
  • Fluency in English, knowledge of French and/or other UN languages is desirable.
  • Familiarity with policy communities in key contexts, including Geneva, Washington, New York, Brussels, Berlin, the Hague, London, Doha and/or Riyadh, is desirable.
  • Familiarity with conflict dynamics in key settings, including Israel-Palestine, Lebanon, Somalia, Sudan, Yemen and/or Syria, and other thematically relevant contexts is desirable.
  • Ability to work flexibly and collaboratively with P4P's consulting-style teams across multiple assignments.
  • Discretion high level of discretion, integrity, and ability to handle confidential information.
